Yes, and it is safe by design. The first double CSC accepts is what links CSC under Charley, that relationship is set once and does not move. Every later double attaches to the same link, so it never re-links CSC or pays Charley twice for the same account.
What extra doubles are good for: adding more reserved words to CSC's pile, sending a different worked client example (Meridian this week, a bank the next), or nudging a CSC that has not activated yet. Think of them as follow-ups on one account, not new accounts.
